Policy on anvil to rationalize teachers’ posting: Ngandam

ITANAGAR, Mar 09: Arunachal Pradesh Education Minister Honchun Ngandam today said a policy to rationalize posting of teachers has been mooted by the government for equitable distribution of teachers throughout the state.

Responding to a Private Member Resolution brought in the Assembly by BJP member Gabriel Denwang Wangsu in the assembly, Ngandam appealed the chief minister and the members of the assembly to support in creation of 1500 posts of teachers saying that with posting of teachers the problem would end. He also cautioned the members against political interference in transfer and postings of teachers.

“I am trying my best to streamline the department even at the directorate level,” he said while clarifying various issues raised by the members and added that the mindset of the teachers serving under Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) need to be changed.

Though there is a monitoring system at the directorate and district level but without the desired result, he said and added that the department was contemplating to install toll free telephone lines in the villages to check teachers’ absenteeism through panchayats, gaon burahs and NGOs.

Stating that the department had been facing tremendous pressure for joint posting of husbands and wives in a same place, the minister added that with the new policy, home posting of teacher would be checked.

“Education is affected because of No Detention policy of the Centre,” he added.

Earlier, moving the resolution, Wangsu sought equitable distribution of teachers justifying that birth of child raises aspirations to the parents but the parents are left dejected if their children were not properly educated because of teachers.

“In 900 upper and primary schools of the state, only one teacher is imparting education in each school. Is it not enough to sound the alarm bell?” he questioned and added that the government should prioritize children’s education otherwise it would be a crime.

Giving a genesis of schools having acute shortage of teachers, Wangsu claimed that most the teachers stay in district headquarters or in the state capital with political blessings.

He said the teachers posted to Tirap, Changlang, Longding and Kra Daadi districts recently were reluctant to join and even if they have joined, they get transferred with political backings.

Stating that a radical approach is required to improve the literacy rate of the state which stands at 66.95, Wangsu said that many schools were upgraded without creation of posts leading to a shortage of 2190 teachers including 400 senior teachers.

BJP member P D Sona suggested for offering incentives to teachers posted at remote places while Agriculture Minister Wangki Lowang suggested for drastic measures terming the situation as ‘alarming’.

Lowang also suggested for taking action against proxy teachers who work for other’s behalf taking share of the salary.

While senior BJP member Japu Deru suggested for framing suitable guidelines to rationalize the system, Health & Family Welfare Minister Jomde Kena urged the government to streamline teachers’ posting with political will.

Several other members including BJP’s Olom Panyang, Tamar Murtem, Kento Rina, Laisam Simai, Phosum Khimhun, Wanglam Sawin, Thangwang Wangham, Mama Natung, Wanglin Lowangdong, Kaling Moyong, Pani Taram, Lombo Tayeng Paknga Bage (Ind) PPA member Mutchu Mithi participated in the discussion and offered valuable suggestions.

Later the house adopted the resolution in its modified form “This assembly adopted the resolution in modified form to support the government in taking measures to rationalize teachers’ postings” by voice votes before Speaker T Norbu Thongdok adjourned it for the day.
