Namsai to levy waste fee, empower SHGs

NAMSAI, May 19: In a move to strengthen solid waste management practices, the Namsai district administration on Monday announced the introduction of a nominal user fee for door-to-door waste collection under the Arunachal Pradesh Solid Waste (Management & Handling) Byelaws 2023.

At an awareness programme held at the Satsang Nagar Community Hall, residents from Reliance Colony, Itabhatta, and Satsang Nagar (I, II & III) were sensitised on key provisions of the updated byelaws.

Executive Engineer of the Urban Development Department and member secretary of the District Urban Development Agency (DUDA), Mosum Sema, emphasised the importance of segregating dry and wet waste at the source. She urged residents to utilise wet waste for composting or as animal feed and to ensure dry waste is disposed of through DUDA’s designated sanitation vehicles.

Sema highlighted visible improvements from recent cleanliness drives, but warned against indiscriminate dumping into drains, calling it a setback to sanitation efforts. She clarified that while no collection charges had been levied so far, the new user fee is in accordance with the state’s byelaws.

Deputy Commissioner C R Khampa, who also chairs the DUDA, urged residents to adopt responsible waste disposal habits, reiterating the ethos of ‘Cleanliness is next to Godliness’. He announced that the Material Recovery Facility (MRF) will soon be handed over to local women’s self-help groups (SHGs) to manage operations and maintenance.

To enforce compliance, nuisance detectors will also be deployed to identify and penalise violators of solid waste rules.

The awareness campaign witnessed participation from residents, DUDA officials, and other stakeholders. The next phase of the campaign is scheduled for May 21.
