ITANAGAR, Apr 22: Two candidates from Arunachal Pradesh have successfully cleared the prestigious UPSC Civil Services Examination 2024, bringing pride and inspiration to the state.
Bullo Manku, from Hong village in Lower Subansiri district achieved an All India Rank of 645 while Dr Zing Messar, hailing from East Siang district, secured an All India Rank of 846.
Chief Minister Pema Khandu and Deputy Chief Minister Chowna Mein have extended heartfelt congratulations to Dr Messar and Manku for successfully clearing the coveted examination.
In a congratulatory message, Chief Minister Khandu said, “Heartiest congratulations to Dr Zing Messar and Bullo Manku for cracking the UPSC Civil Services Examination 2024! Your success is a proud moment for Arunachal Pradesh and a shining example of what determination and hard work can achieve.”

Echoing similar sentiments, Deputy Chief Minister Mein praised the duo for their achievement. “Heartfelt congratulations to Miss Bullo Manku and Dr Zing Messar on clearing the UPSC Civil Services Examination 2024. Their perseverance, commitment, and dedication have not only earned them this prestigious achievement but have also brought great honor to our state,” Mein said in a social media post.
He expressed confidence that their success would serve as an inspiration for other aspirants from the state. “I am sure their success will inspire other UPSC aspirants from Arunachal Pradesh to pursue their dreams with hard work and perseverance. I wish both of them continued success in their journey of public service,” he added.
The UPSC Civil Services Examination is one of India’s most challenging and prestigious examinations, selecting candidates for elite services including the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), and others.
